CURRENT COMPREHENSIVE SCHEME AND RCO ACCEPTANCE AND APPROVAL

Port of Illahee 2020 Comprehensive Scheme _Adopted February 2020

Plan OK  by the Recreation and Conservation Office (RCO).  Approval reads in part:

“Thank you for submitting the Port of Illahee 2020 Comprehensive Scheme to the Recreation and Conservation Office (RCO) for review. I am pleased to inform you the Scheme meets the planning requirements as specified in Manual 2, Planning Policies and Guidelines. This includes grant program planning eligibility in the following categories:

• The Land and Water Conservation Fund
• The Boating Facilities Program
• The Washington Wildlife and Recreation Program: Water Access and Local Parks

Planning eligibility is granted for six years and will expire February 12, 2026. Please note that to retain grant eligibility in future years, RCO must be notified of any major amendments as they occur.”

PROCESS USED TO DEVELOP CURRENT COMPREHENSIVE SCHEME

NOTICE IS HEREBY GIVEN that a Public Hearing to accept public comment on the Port of Illahee’s final draft Comprehensive Scheme of Harbor Improvements is scheduled for Wednesday, the 12th day of February, 2020 at 6:30PM at the Seeds of Grace Lichen Hollow building located at 8050 Illahee Road, Bremerton, whereat any person may appear in support of, or against, said Comprehensive Scheme.  The draft Comprehensive Scheme (Comprehensive Plan) is:  Port of Illahee 2020 DRAFT Comprehensive Scheme _1-15-2020_

 

THE SPECIAL PUBLIC MEETING ON 11/20/19 RESULTED IN A REVISED SURVEY FORM BEING MAILED TO RESIDENTS WITHIN THE PORT DISTRICT.  (Survey was revised to clarify purpose and goal statements based on the public response.)

RESIDENTS ARE ENCOURAGED TO COMPLETE THE SURVEY AND MAIL IT BACK TO THE PORT:  PORT OF ILLAHEE, P.O. Bremerton, WA 98310

SPECIAL PUBLIC HEARING.  November 20, 2019 @ 6:30 pm

2020 COMPREHENSIVE PLAN TO BE DISCUSSED.  The Port of Illahee has failing floats and pilings among other issues, that require major funding to correct.  The Port needs to update its Comprehensive Plan to be eligible for grant funding in the 2020 grant cycle, and the Comprehensive Plan is the first step in the process.  Public comments will be received at this important meeting.

RCW 53.20.010

Adoption of harbor improvement plan.

It shall be the duty of the port commission of any port district, before creating any improvements hereunder, to adopt a comprehensive scheme of harbor improvement in the port district, after a public hearing thereon, of which notice shall be published once a week for two consecutive weeks in a newspaper of general circulation in the port district, and no expenditure for the carrying on of any harbor improvements shall be made by the port commission other than the necessary salaries, including engineers, clerical and office expenses of the port district, and the cost of engineering, surveying, preparation and collection of data necessary for the making and adoption of a general scheme of harbor improvements in the port district, unless and until the comprehensive scheme of harbor improvement has been so officially adopted by the port commission.

Improvement to follow plans adopted.

When such general plans shall have been adopted or approved, as aforesaid, every improvement to be made by said commission shall be made substantially in accordance therewith unless and until such general plans shall have been officially changed by the port commission after a public hearing thereon, of which at least ten days’ notice shall be published in a newspaper in general circulation in such port district.
